When you appoint Three Phase to deliver a retrofit programme, you get one company managing the full process. We carry out the assessment, the coordination and the installation ourselves. That means one contract, one set of compliance documentation, and one person to ring when you need an answer.
Our PAS 2035 Retrofit Assessors survey every dwelling and produce the improvement plans. Our Retrofit Coordinators manage the programme — scheduling, measure sequencing, householder communications and quality checks. Our installers carry out the Solar PV, heat pumps, storage heaters, insulation and all electrical works.
Because everyone works for the same company, there is no disconnect between what gets specified and what gets built. The assessor knows what the installers can deliver. The coordinator knows when each team is available. It runs smoother because there are fewer moving parts.
We have delivered programmes under HUG 1, HUG 2, LAD 1, LAD 2, SHDF and the Warm Homes Local Grant. We know what Ofgem expects, we know what the auditors look for, and we make sure it is right before we leave site. Every job is photographed, evidenced and lodged through TrustMark before we move on to the next property.
We are set up and ready for 2026/27 Warm Homes Plan delivery. The accreditations are current, the team is in place, and with 731 measures already installed through the CHiL framework, we have the track record to back it up.

Most councils have to coordinate between three or four separate contractors to deliver a multi-measure programme. An assessor, a solar installer, a heating engineer, an insulation company, and someone trying to hold the compliance together across all of them.
With us, every measure on this list is carried out by our own qualified team. That means one procurement process, one contract, one invoice per property, and one company accountable for the quality of the work and the compliance behind it.
